About the Role

TechPride is seeking an experienced Web Content Developer to support the development and execution of communication strategies across federal agency web platforms. This role combines strategic planning, stakeholder engagement, and web content oversight to strengthen internal and external messaging, improve user experience, and drive mission alignment. The ideal candidate is a communications expert with a strong background in strategic planning, content governance, and digital engagement in a federal or consulting environment. This role will be hybrid at the U.S. Coast Guard Headquarters in Washington, DC.

Key Responsibilities

  • Develop and execute comprehensive internal and external communications plans aligned with organizational objectives and federal guidelines.
  • Design and implement strategic and change management communication plans to support digital initiatives and agency transformation goals.
  • Oversee content lifecycle management, ensuring consistency in messaging, tone, and compliance with accessibility and plain language standards.
  • Collaborate with cross-functional teams, including IT, public affairs, and program leads, to ensure timely delivery of accurate and mission-relevant web content.
  • Facilitate stakeholder engagement, including requirements gathering and communications feedback loops, to continuously improve digital messaging strategies.
  • Represent the communications team in agency working groups or planning meetings, providing insight into digital messaging, outreach, and web best practices.
  • Review and edit web content for clarity, alignment with communication plans, and readability.
  • Ensure all communications materials adhere to branding, formatting, and compliance standards, including Section 508 and federal web policies.

Required Qualifications

  • Bachelor’s degree in Business, Communications, or a related field.
  • Minimum Experience:
  • 10 years of relevant experience, OR
  • 8 years of experience with a Master’s degree or higher in Business, Communications, or a related field.
  • Proven ability to develop and implement strategic communications, internal communications, and change management plans.
  • Strong written and verbal communication skills, including the ability to communicate with executive stakeholders and technical teams.
  • Experience managing content on public-facing websites and/or intranet platforms in a federal or consulting environment.
  • Ability to obtain and maintain a Public Trust clearance.
  • U.S. Citizenship

Preferred Skills

  • Familiarity with federal web content requirements and digital governance policies.
  • Knowledge of web content management systems (CMS) such as Drupal, WordPress, or Adobe Experience Manager (AEM).
  • Experience in stakeholder analysis, communication impact assessment, and digital metrics tracking.
  • Experience working with executive leadership and supporting agency-level communications strategies.
