JOB DESCRIPTION

Clearance Level: Top Secret/SCI with Full Scope Polygraph
Skill Level(s): Subject Matter Expert

Responsibilities:

1. Develop strategy to improve the Organization’s knowledge management framework by analyzing and refining current business processes.
2. Coordinate with Organization managers to gather requirements for software applications or products that will execute a Knowledge Management framework.
3. Consult with Organization about application configuration and maintenance.
4. Lead the effort to identify Knowledge Management software application(s) that meet approved requirements.
5. Ensure the application(s) are configured properly to execute the Knowledge Management Framework.
6. Serve as the Knowledge Management subject matter expert and train personnel on use of the supporting application(s).
7. Address information management (IM) of products and data at the direction of the Organization, excluding signature management activities.
8. Conduct IM operations by organizing customer information to ensure data is logically structured and tagged appropriately for easy storage and retrieval.
9. Develop requirements for a website design to enable information sharing to external audiences, including user interface features that will allow easy location and retrieval of information.
10. Facilitate and participate in meetings and information sessions; create and distribute minutes and action items and trace action items for successful completion.
11. Develop Standard Operating Procedures (SOP) for all knowledge management, information management, and task management applications and processes.
12. Develop end-user training plans for all applications supporting Knowledge Management, Information Management, and Task Management activities.
13. Establish and remove user accounts for access to Organization data repositories.

Required Skills:
The Candidate shall possess and provide the following required skills and demonstrated experience:

1. Information Management.
2. Project management.
3. System or process evaluations, including identifying measures or indicators of system or process performance and actions needed to improve or correct performance relative to the goals of the system or process.
4. Requirements collection, analysis, and definition.
5. Configuration management.
6. Software such as Jira, Confluence, SharePoint, or similar applications to create user stories, plan sprints, or track work requirements.
7. Creating professional presentations using PowerPoint, MS Word, Excel, and Visio.

Highly Desired Skills:
Other skills and demonstrated experiences that are highly desired but not mandatory to perform the work, include:

1. Serving operational missions in an operational or technical capability.
2. Performing complex problem management research and issue resolution with the Organization’s infrastructure.
3. Creating project plans, managing project scope, schedule, and budget.
4. Working closely and cooperatively with varied counterparts.
5. Fostering and facilitating strategic partnerships across organizational boundaries to positively impact delivery.

Education and Certification:
PMP Certification:
Bachelor’s Degree in Management Information Systems, Computer Information Systems, Information Technology, Computer Science, or a related technical discipline, or the equivalent combination of education, technical certifications or training, or work experience.
