The Multimedia Specialist will have an area of focus in visual information creation. Additionally, provide support for the following areas of service: communications, visual information such as graphic design and video production, and web design. The qualified candidate will integrate with the OSC as part of the Digital Multimedia Team.

The Naval Criminal Investigative Service (NCIS) is the Department of the Navy (DON) component responsible for criminal, counterintelligence (CI), and counterterrorism (CT) investigations and operations, as well as Navy security and law enforcement policy matters. NCIS has jurisdiction within the DON for investigating criminal, terrorism, sabotage, espionage, and subversive activities.

The NCIS Director prioritizes establishing and protecting the NCIS brand in the digital space. To support this goal, the Office of Strategic Communications is seeking a Multimedia Specialist. The Multimedia Specialist will have an area of focus in visual information creation.

Responsibilities are but not limited to:

Social Media Content Creation

• Designing and producing engaging visuals, including images, graphics, and short videos, tailored for various social media platforms such as Instagram, Facebook, X, and LinkedIn.
• Developing multimedia content calendars in collaboration with the Social Media Manager, ensuring alignment with content themes, campaigns, and audience preferences.
• Creating animated GIFs, cinemographs, and other dynamic content formats to enhance social media posts and stories.
• Adapting multimedia content for campaigns on social media platforms, optimizing for maximum reach and engagement.

Video Creation

• Produce concepts, script, storyboard, schedule and deadlines for select forms of media projects.
• Produce short segments designed for social media using video content and stock footage to support larger agency initiatives.
• Actively partake in pre-production, production and post-production (editing) on assigned video projects that support social media and website.
• Record and edit video and sound projects
• Select program format for final output.
• Capture/import media, organize raw media, edit footage and sound files.
• Create and insert static and motion graphics.
• Add music/voice-over, media management and archive project media.

Requirements:

• Bachelor’s/University degree or equivalent experience in Communications, Digital Media, Multimedia, or other related field preferred.
• Active Secret Security Clearance
• 4-10 years of relevant experience and skills in conducting development and implementation of multiplatform digital campaigns, media outreach, and daily operations for the team.
• 4-10 years of relevant experience in designing and tailoring messaging and content strategies to the general public and special target audiences that involved a degree of complexity.

Skills should include:

• Understanding of Target Audience – Ability to identify and analyze target audience demographic, preferences, and behaviors relevant.
• Trend Analysis – Awareness of current and emerging trends in content consumption, technology, and design.
• Content Strategy Development – Proficiency in translating research findings into actionable insights to form content strategy development.
• Capability to align content themes, formats, and distribution channels with audience interests and demands.
• Cross-functional Collaboration – Effective in collaborating with cross-functional teams to integrate insights into content planning and execution. Communication skills to articulate findings, recommendations, and implications for stakeholders with varying levels of expertise.

Technical System Understanding

• Proficiency in Adobe Creative Suite (including Photoshop, Illustrator, After Effects, and Adobe Premiere Pro).
• Proficient in web design software and content management systems (such as the Armed Forces Public Information Management System).
